1) I would go to ezinearticles.com and read articles on the topic that I want content for. I would find writers there (of all the article submission sites, theirs is probably the best) that write good content and email them about writing articles for you.

2) I would go to a site like helium.com. Helium has a marketplace where you can create a contest essentially. You say, "I am willing to pay $40 for a 500-700 word article about topic XXX." You give other specifications about what you're looking for in the article. Lots of authors write articles and submit them for your contest. When the contest ends you can choose not to buy any of the articles if you don't like them, buy one for the agreed upon price if there is one you like… or even buy multiple ones that were submitted if you decide you want more than one. Once you buy them they are yours. You can add links to them, modify them, whatever. It's a pretty cool service.
